SSA_RWA_Supply and Delivery of 4G LTE Standard Connections for Tablet computers for the Building Learning Foundations (BLF) Programme of the British Council Rwanda
The BLF Programme of the British Council intends to procure approximately 2 000 4G LTE SIM cards with monthly data bundles installed in Samsung Galaxy A 8 (2019) tablet computers. The SIM cards will be issued for a period of 12 months from April/May 2020. The British Council requires: supply, delivery and servicing of approx. 2 000 SIM cards with postpaid monthly unlimited data bundles (minimum of monthly standard smartphone pack speed), blocking of inappropriate websites, reporting on usage of the internet and the ability to ‘track my device’ if it is reported lost or stolen. Network coverage must be provided for 95 % of Rwanda by geography as we require equity of access to the internet for remote schools. Additional information can be found in the ITT attached.

The British Council requires provision of 4G SIM cards with monthly unlimited data bundles with a minimum speed equivalent to the KTRN unlimited monthly smartphone standard pack, blocking of inappropriate websites, reporting on usage of the internet and the ability to ‘track my device’ if it is reported lost or stolen. The project plan requires the SIM card and data plans to be delivered and active from April/May 2020 for a period of 12 months. The selected internet provider shall install the SIM cards into the tablet computers in Kigali and will confirm they are active before BLF Programme issues the tablets computers to teachers attending online courses. Blocking of inappropriate websites, reporting on usage of the internet and the ability to ‘track my device’ if it is reported lost or stolen required throughout the duration of active data plans. Coverage must be provided for 95 % of Rwanda by geography as we require equity of access to the internet for remote schools.
